According to the Constitution of the Republic of Bulgaria, Article 8, state authority is divided into legislative, executive and judicial. On April 26, 2018 the representatives of the Bulgarian State power - Legislature, Judicial and Executive in the person of the Attorney General Sotir Tsatsarov, the Minister of Justice Tsetska Tsacheva and the Prime Minister Boyko Borisov met and jointly and separately stated that the state of the Republic of Bulgaria in their person, stands behind the seven persons charged with crimes committed on the territory of the USA, headed by Zhelyaz Andreev, and will provide them with legal, financial assistance and refuse to extradite them to the United States, where they are accused of violation of the embargo provisions against Syria, by selling aircraft spare parts, and probably other violations of the US laws. It is clear that the company registered in the US has re-exported from the USA to Bulgaria and from Bulgaria to Syria, which is another major problem for the above-mentioned government officials representing the state power in the Republic of Bulgaria. I. DESCRIPTION OF THE FACTUAL MATERIAL, LEGAL BASIS AND COMPLAINTS AGAINST THE BULGARIAN STATE INSTITUTIONS 1. I, Blagoy Petrov Aleksiev or Brian Alexis, a citizen of the Republic of Bulgaria and a citizen of the United States of America, am a victim of Russian – Ukrainian nuclear terrorist act, committed in the United States through a systematic slow poisoning with Russian radioactive and toxic elements, used by the confirmed KGB agent Anna Lvovna Kilimnik or Anna May Alexis (a mass murderer of US citizens) for the purpose of killing me, resulting in proven life-threatening injuries undeniably confirmed by the US judicial system. 2. From June 2008 to July 2017, the Prosecutor"s Office of the Republic of Bulgaria and its structures refuse to perform their functions and systematically refuse the Constitutional right of protection by the state power. Although this proven serious crime against me has been committed in the United States, pursuant to the Constitution of the Republic of Bulgaria, Article 25, para. 5 Bulgarian citizens residing abroad are under the protection of the Republic of Bulgaria and Article 56. "Every citizen has the right to protection when his / her rights or legitimate interests are violated or threatened." 3. From June 2008 to July 2017, the Prosecutor"s Office of the Republic of Bulgaria and its structures refused to perform their functions and systematically violated my constitutional legitimate right of defense by the state power, which is protected by the Supreme Law in the Republic of Bulgaria, the Constitution of the Republic of Bulgaria, and in accordance with Article 7. "The State shall be liable for damages caused by unlawful acts or actions of its bodies and officials." 4 From June 2008 to July 2017, the Prosecutor"s Office of the Republic of Bulgaria and its structures violate my Constitutional rights of the State protection, which is a violation of the Supreme Law in the Republic of Bulgaria, the Constitution of the Republic of Bulgaria and pursuant to the Constitution of the Republic Bulgaria Article 5. (1) "The Constitution is a supreme law and other laws can not contradict it" and the Prosecutor"s Office of the Republic of Bulgaria, which is an authority of the state, is responsible for violation of Article 7 of the Constitution of the Republic of Bulgaria which reads "The State shall be liable for damages caused by unlawful acts or actions of its authorities and officials. " 5. The unlawfulness of the administrative acts of the Prosecutor"s Office of the Republic of Bulgaria and its structures consists in violations of the functions of the prosecutor defined in Article 46 para. 2, point 1 of the Code of Criminal Procedure, according to which the prosecutor directs the investigation and exercises constant supervision of its lawful conduct in due time, as a monitoring prosecutor, to whom all the evidences and motives described by me have been provided. They refuse to perform their functions as a prosecutor. 6. The unlawfulness of the administrative acts of the Prosecutor"s Office of the Republic of Bulgaria consists in violations of the functions of the prosecutor defined in Article 145 para. 1, item 1, item 2, item 3, item 4, item 5, and item 6 - to apply the measures envisaged by the law if there is evidence of the commission a crime of general nature or another offense of the Judiciary System Act (JSA), for which all the evidence and motives, described by me, have been provided. They refuse to perform their functions as a prosecutor. 7. The unlawfulness of the administrative acts of the Prosecutor"s Office of the Republic of Bulgaria and its structures consists of violations of the functions of the prosecutors defined in Article 46 para. 2, point 3 of the Code of Criminal Procedure, according to which prosecutors are involved in court proceedings as public prosecutors, who instead of filing criminal charges under Article 212, para. 5 of the Criminal Code for documentary fraud committed by Anna Kilimnik for the purpose of stealing the amount of 826 805.00 (eight hundred and twenty-six thousand eight hundred and five euro), proved by the General Directorate for Combating Organized Crime, refuse to perform their functions as a state accuser. 8. The unlawfulness of the administrative acts of the Prosecutor"s Office of the Republic of Bulgaria and its structures consists of violations of the functions of the prosecutors defined in Article 46 para. 2, point 3 of the Code of Criminal Procedure, according to which prosecutors are involved in court proceedings as public prosecutors who, instead of bringing criminal charges against Anna Kilimnik under Article 128, para. 2 of the Criminal Code for serious bodily injury with a permanent general health disorder, dangerous to life and resulting from deliberate systemic poisoning of the VICTIM with radioactive and toxic elements, described and proven by the medical documents from Bulgaria and the United States. Prosecutors refuse to perform their functions, as a public prosecutor. 9. From June 2008 to July 2017, the Prosecutor"s Office of the Republic of Bulgaria systematically refuses to contact the Federal Bureau of Investigation, which has an office in Sofia, Bulgaria, located at the address of the US Embassy in Sofia, and to require all documents related to my slow and systematic poisoning with Russian radioactive and toxic elements on the territory of the US, as Bulgarian citizens and to demand the extradition of the nuclear terrorist Anna Kilimnik to Bulgaria to be convicted of other proven crimes she committed on the territory of the Republic of Bulgaria. 10. From June 2008 to July 2017, the Prosecutor"s Office of the Republic of Bulgaria is involved in covering up and cooperating with a Russian-Ukrainian nuclear terrorist organization that uses Russian radioactive weapons (radioactive poisons mainly Uranium 238 aqueous solution) for mass murders of US citizens and 600 liters of such poison have been imported in the United States during the Cold War for poisoning tap water in order to eliminate the entire US population – a fact which neither the FBI, nor any other state agencies and US institutions have denied to this day. During the visit of FBI agents carrying my 128 pages of papers in August 2010, they asked me, "Mr. Alexis how did you manage, having so little money, to reveal all that has been described here, and we, the FBI, possessing billions of dollars in our budgets, could not reveal. 11. From 2006 to 2018, I provided full information to the US State agencies and institutions and those of other countries about the source of the Russian radioactive poison, the methods of delivering it to the US territory - transferred across the territory of Ukraine in a container with Russian vodka, and its massive use by the Russian-Ukrainian KGB squadrons of death for homicides of US citizens, also used for my slow and systematic poisoning by agent Anna Kilimnik (a Ukrainian Jew) trained in the Odessa School of the KGB and others secret services related to them, for a KGB assassin and transferred by the above secret services through Bulgaria to the territory of the USA with the support of the Bulgarian secret services, using my Bulgarian origin in order to cover her origin using the “semi-truth” methods. 12. On June 30, 2008, during one of my visits to the FBI building in Los Angeles with a witness during the provision of detailed information about my first proven poisoning by Kilimnik on November 08, 2000, an FBI agent said in front of my witness (a Bulgarian citizen): "Mr. Alexis, you are wrong, SHE POISONED you much earlier and even you cannot even believe that she has poisoned you as soon as you arrived in the United States." 13. To my question why didn’t you arrest her as soon as you realized that Kilimnik was poisoning me in order to kill me, the FBI Special Agent answered, "IS SHE A JEW?" 14. This key question and response by the FBI Special Agent, FBI Los Angeles, gives an explanation of who is behind the mass murderer Anna Kilimnik, agent of the GRU, KGB, and other secret services related and created by them and having Zionist origin, using 600 liters of Russian radioactive poison supplied to the territory US as a water solution, consisting mainly of Uranium 238 mixed with other radioactive and toxic elements for mass destruction of the US population. 15. More than 1,800 pages of documents were officially handed over to the US authorities during the period from 2006 to 2018, proving the actions of the most sinister nuclear terrorist organization called "NUCLEAR ESCADRONS OF DEATH" for which the US authorities cannot deny that they have been warned by me, of her actions and of its existence on the territory of the United States, which is an undeniable fact today. 16. In November 13, 2001, Anna Kilimnik killed another agent of the above-mentioned secret services, Nikolay Kurochkin, who arrived in the United States from Ukraine in 1995, as a Ukrainina Jew, together with the half sister of Anna Kilimnik - Evgenia Moskalenko, who is a sleeper agent of the KGB, along with her daughter Ina, Kurochkin"s wife and their child Valery, born in Ukraine and was mainly involved in carrying part of the Russian radioactive poison - water solution of Uranium 238 - to various agents of the nuclear terrorist organization operating on the territory of the US. 17. On August 25, 2005, after I managed to save myself from another attempt to be killed at the Clarion Hotel, located in the area of Los Angeles Airport, and on my way back to Bulgaria, Anna Kilimnik sent me an e-mail threatening to kill me, just like she killed Nikolay Kurochkin. This e-mail is enough proof not only of my systematic slow poisoning with proven radioactive and toxic elements, but also proof of the murder of agent Nikolay Kurochkin, who was ready to surrender to the authorities of the United States with all the information about the structure of the Russian Ukrainian nuclear terrorist organization called "NUCLEAR ESCADRONS OF DEATH" operating in the US. 18. In August 2008, I informed the LAPD of the murder of Nikolay Kurochkin, who I personally knew as the husband of Ina Karushkevich, the niece of Anna Kilimnik, and gave them all the necessary documents confirming this fact and the Police Department of Los Angeles demanded all documents from the Santa Monica Police Station to provided for my case for a premeditated murder committed by Anna Kilimnik by poisoning me with Russian radioactive poison mixed with other radioactive and toxic elements, so that they can unite the case with the murder of Nikolay Kurochkin, undoubtedly carried out by Anna Kilimnik. Unfortunately, under the influence of the FBI, the Police of Santa Monica refused to provide the documents on my case mainly because the police report was also falsified under the influence of the FBI and a number of documents disappeared under the influence of the federal security service called the Federal Bureau of Investigation, the main role of which all the time was to clear all the evidence and to conceal the activities of the agents of the Russian Ukrainian nuclear (Zionist) terrorist organization and to totally refuse to arrest and destroy them. 19. In the period from 2008 to 2018, I sent a huge amount of documents to the US Attorney General, to the US Secretary General, to the FBI directors, to the CIA, to President Barack Obama, to the US National Intelligence Director, personally appointed by Barack Obama to prevent the cover-up of such cases, Lieutenant James Clipper, to Senators and representatives of the US Congress, as well as to other persons, journalists, scientists and scientific organizations. 20. Only Lieutenant General James Clipper sent in August 2010 two agents to my apartment in Torrance, California, carrying 128 pages of papers with them, that were sent to him by me, and during the conversations they brutally said they would not arrest Anna Kilimnik, although none of them denied the fact that she was responsible for my poisoning for the purpose of killing me, using Russian radioactive poisons mixed with toxic elements, as well as for mass murders of US citizens killed by her. 21. I visited the US Embassy in Sofia several times in 2008 and met with representatives of the United States secret services, to whom I handed copies of the papers, as well as of those 128 pages of papers. They thanked me and promised to send them where appropriate, and it is likely that they have also arrived at the office of the Director of National Intelligence, General Lieutenant James Clipper, in 2010. 22. During the period from August 2009 to November 24, 2014, I sent information about the activities of the Russian Ukrainian Nuclear Squadrons of Death to a number of NATO member states, such as the military attachй of the Republic of Turkey in Sofia, the French military mission in Sofia and institutions of other countries, including Bulgaria, where in 2010 I informed the General Staff of the Army of Bulgaria about the methods of undeclared nuclear warfare for mass poisoning of the population, using Russian radioactive poisons, mainly Uranium water solution, for poisoning the water air and soil, and hence the food, mainly by blasting and spraying by special rockets at a height of 12-12.5 km. along with radioactive poison over the territory of Bulgaria during the period 2005-2010 and the results of this act are confirmed by the mass extinction of the Bulgarian population from cancers and other diseases described by me. 23. The countries of the European Union and NATO, having realized that the secret nuclear war was revealed by me in 2010 and the information became, public officials of the European Environment Agency, hastened to introduce new rules and standards for radioactive poisoning of waters, soil and air to cover the NUCLEAR WAR on the population of Bulgaria and the other Balkan countries affected by the Russian nuclear poisoning (nuclear weapons) carried by the air currents, and as a result of these new standards introduced by the administration, the European Union has deceived millions of people suffering from radioactive poisoning, living on the territory of Bulgaria and the Balkans poisoned with Russian Radioactive poisons, so as to hide the secret nuclear war against humanity. 24. The mass radioactive poisoning with Russian radioactive poisons of the population of Bulgaria has led to a mass extinction of the population of children, women and men from cancers, cardiovascular diseases, diabetes and endocrine system diseases and other life-threatening injuries described by me, as a result of total damage of the function of all organs and systems of the human body with alpha emitting isotopes of Uranus 238, for which poisoning, as early as 2010, I warned not only the General Staff of the Republic of Bulgaria but also the then and current Prime Minister Boyko Borissov, through his Security General with the Council of Ministers. The poor general was so frightened that he hastened to return all the documents quickly, he probably thought that his action would save his life and his children and grandchildren from the consequences of the secret Russian Nuclear War against the Bulgarian population and the population of the Balkans. 25. The statistics on how many Bulgarian citizens have been sick and died from cancer and other diseases described by me, are thoroughly concealed by the ruling circles, but their inhumane action cannot be concealed by the facts of the Russian Nuclear Genocide, because the poisoning of tap water, soil and air on the territory of Bulgaria with Uranium 238 is already publicly known and can no longer be hidden and the TIME OF TRUTH for the Russian Nuclear Genocide against the population of Bulgaria, has come. 26. The crimes against humanity committed by the Nuclear Death squadrons , as described above, as a result of massive dissemination of the information I have provided not only to the government of the United States and other countries, but also to a number of organizations such as Physician for Social Responsibility, in which all I"m still a member, the information has already reached hundreds of thousands of physicians all over the world. 27. In March 2013, I participated in the Conference dedicated to the two-year anniversary of the nuclear terrorist act and the covert nuclear war in the blowing of a nuclear reactor at the Fukushima nuclear power plant in Japan, which took place at the University of Medicine of New York, USA. The conference, for the first time, was attended by the then-living academician Yablakov. I sent a message to Moscow publicly that the secrets of the unannounced nuclear war of the Russian army against humanity were already revealed, and I described to all the participants the facts and evidence of this crime against humanity. I said that the nuclear explosion at the Chernobyl nuclear power plant was intentional, for the purpose of the Soviet military to determine the effect of the nuclear explosion on the population of Europe, including the population of Bulgaria. As a result of this deliberate nuclear terrorist act, more than 10 million human beings died, much more than the victims of the nuclear explosions in Hiroshima and Nagasaki, Japan. 28. On July 20, 2016, following my multiannual warnings to all levels of the US authorities on the mass use of radioactive weapons against the US population, the US Environmental Protection Agency (EPA) acknowledged that the sources of the drinking US water were poisoned with radioactive materials and they, just like the European Environmental Agency, decided to dramatically increase tap water standards, where the Strontium 90 content increased by a factor of 925 times or from the then-accepted 8 pCi / l (pico curies per liter) increased the level to 7,400 (pico curies per liter) and increased the permitted levels of radioactive poisoning of tap water with Iodine 131 from the permissible dose of 3 pCi / l (pico curies per liter) to 10 350 3 pCi / l (pico curies per liter) or a dramatic increase with a factor of 3 450 times the initial acceptable dose of radioactive poisoning of tap water. On November 24, 2014 I filed a Civil Case No. D.C.No. 2:14-cv-09054-ODW-SH in the US Federal Court in California, Los Angeles, against the Federal Bureau of Investigation and other accomplices, known by the name published on the Internet "Brian Alexis aka Blagoy Petrov Alexiev v. Federal Bureau of Investigation et al. the United States official capacity". 30. It is a legal absurd to reward the proven terrorist actions of the FBI and others in support of the Russian Nuclear Death Squadron using Russian Radioactive Poisons, such as Uranium 238 and other radioactive elements mixed with toxic elements 32. On May 05, 2015, I appealed the unlawful and unconstitutional decision for termination of civil case No D.C. No. 2: 14-cv-09054-ODW-SH, filed in the US Court of Appeal, 9th Circle under No. 15-55688. 33. Through my Informal Brief filed at the US Appellate Court, 9th Circle, I indisputably prove that there is no statute of limitation for the FBI and others involved in nuclear terrorism involvement and deliberate terror on victims, such as me, based on a citation of federal laws prohibiting the use of nuclear weapons, chemical weapons, weapons of mass destruction, and a breach of the US Patriot Act adopted by the Senate to protect us citizens from nuclear weapons of mass destruction, and compliance with the Russian-Ukrainian nuclear terrorists; and also for intentional terror and torture of a nuclear terrorist victim in order to speed up my death. 34. On October 3, 2017, at last, after more than 2 years of silence, the US Appellate Court rejected by a Memorandum of Understanding No. D.C. No. 2: 14-cv-09054-ODW-SH, filed in the US Appellate Court, 9th Circle under No. No. 15-55688, using the same legal absurd that the two-year statute of limitation has passed under the laws of the State of California to sue the Federal Investigation Bureau, which is a federal agency subject to federal laws and not to the laws of the state of California. On November 27, 2017, I submitted a Petition for Writ and Certiorari with Docket No. 17-1125 at the United States Supreme Court, in which I very clearly and precisely pointed out a violation of the US Constitution and US federal laws not only by the defendants from the Federal Bureau of Investigation, the Santa Monica Police and the Los Angeles Prosecutor"s Office, but also by their accomplices - the US Federal Court judges who, with their unlawful and anti-constitutional absurd legal interpretation of non-existent laws, rejected my claim for damages amounting to $ 600 million for damages incurred to me by the defendants, the FBI and the other accomplices related to them, in the Russian nuclear terrorist act against me. 36. On March 14, 2018, Solicitor General of the United States defending the Federal Bureau of Investigation or the US, refused to make any opposition to my Petition for Writ and Certiorari and left the judges from the US Supreme Court to do the dirty work, as always. 37. On April 16, 2018, judges of the US Supreme Court, selected in advance, rejected my Petition for Writ and Certiorari with Docket No. 17-1125, and they did not expect that I thus closed the circle around the structure of the Nuclear Death squadron operating in the United States and proved with facts and documents that they had occupied and totally controlled all levels of US state power. 38. The Supreme Court of the United States categorically refused to send me the original of the Supreme Court ruling, fraudulently claiming that the original refusal of my lawful Petition for Writ and Certiorari with Docket No. 17-1125 was sent by mail, which is another violation of my constitutional rights, and is further proof that the same nuclear terrorists have occupied all levels of state power in the United States, turned the United States into a Soviet (Zionist) concentration camp and are ready to destroy all "non-Jews" and Jews, who prevent them from killing the US population and the population of other countries on our Planet Earth. 39. On June 24, 2015, I filed an individual claim to the United Nations, the Human Rights Commission (CCPR) and the Torture Commission (CAT), where, using evidence and documents, I prove the large-scale cover up and complicity in nuclear terrorism committed by the Federal Bureau of Investigation and the other accomplice, against me Brian Alexis aka Blagoy Petrov Aleksiev, as a citizen of the United States and Republic of Bulgaria, a victim of Russian and Ukrainian nuclear terrorism and proving the methods of torture of the Federal Bureau of Investigation and the other accomplices against me. 40. The letter from the United Nations, the United Nations Commission on Human Rights (CCPR) and the Torture Commission (CAT) states that the United States have not signed the human rights and torture agreement, which clearly demonstrates my thesis that the United States are not a state of law, and practically, the US Constitution and its amendments, the US judiciary and other institutions have created a system of violation of US Constitution and civil rights of the US citizens. On the other hand, this proves the fact that the state and federal judiciary system is built on the principle of a total and brutal violation of the US CONSTITUTION TOGETHER WITH ITS AMENDMENTS, WHICH ARE THE SUPREME LAW FOR THE STATE GOVERNANCE IN THE USA and for decades this established judicial system is legitimizing mass terror against United States citizens and is set to reject practically their basic human rights and freedoms. By these actions the terrorists controlling the US authorities have turned the US state in a Soviet (Zionist) concentration camp, where all US leaders and civil rights fighters and the fighters against Zionism are brutally murdered, imprisoned, put in psychiatric hospitals or simply disappear physically, and no one can find them, and this fact is proven by hundreds of thousands of examples from the history of the United States. 41. On June 5, 2017, I sent to Ivanka Trump, the daughter of US President Donald Trump and appointed by him as Special Adviser, a letter received on June 14, 2018, requesting a compensation for all the damages caused to me by the above described US State Agencies and Institutions together and individually with the Russian Nuclear Terrorist Organization operating in the US and to date there has been no response, confirming a new violation of the US SUPREME LAW, THE US CONSTITUTION AND ITS AMENDMENTS BY THE ADMINISTRATION OF THE PRESIDENT DONALD TRUMP AND PERSONALLY BY IVANKA TRUMP, ACTING AS A SPECIAL ADVISER OF THE US PRESIDENT. 42. My repeated requests to the US Department of Justice for payment of damages, since I am a victim of Russian-Ukrainian nuclear terrorism committed in the United States, pursuant to my legal basis for a Victim of Crime Assistance program under the influence of the FBI and accomplices and the same Nuclear Terrorist Organization called "Nuclear Death Squadrons" operating in the United States, systematically denied me this right from August 2008 to this day on - May 21, 2018. This fact again confirms a violation of the US SUPREME ACT called CONSTITUTION AND ITS AMENDMENTS. III. REQUESTS FOR PAYMENT OF DAMAGES BY THE GOVERNMENT OF THE REPUBLIC OF BULGARIA 1. For deliberate inaction, denial of legal protection of a Bulgarian citizen under the Constitution of the Republic of Bulgaria for crimes committed on the territory of the United States and for the denial of the right to justice by the Prosecutor"s Office of the Republic of Bulgaria and the structures related to it, to the victim of nuclear terror Blagoy Petrov Aleksiev, namely to institute a criminal case under Article 128, para. 2 of the Criminal Code against Anna Kilimnik (Anna May Alexis) for the poisoning of the nuclear terrorist victim Blagoy Petrov Aleksiev with KGB-produced Russian radioactive poisons, combined with toxic elements, aimed at killing me, the Bulgarian state has to pay indemnity to the Bulgarian citizen Blagoy Petrov Aleksiev, to the amount of 50 million euro. 2. For intentional failure to act, refusal of legal protection of the Bulgarian citizen Blagoy Petrov Aleksiev from the Prosecutor"s Office of the Republic of Bulgaria according to the Constitution of the Republic of Bulgaria for crimes committed against the victim on the territory of the Republic of Bulgaria by Anna Kilimnik (Anna May Alexis) under Article 212, para. 5 of the Criminal Code for the establishment of an organized criminal group and for the organization of documentary fraud with assessment of Bulgarian properties, owned by Bulgarian natural persons and legal entities, amounting to EUR 826 805.00 (eight hundred and twenty-six thousand eight hundred and five euro), proven by the Directorate for Combating Organized Crime, so as Kilimnik to benefit from the amount of 826 805.00 euro. The Bulgarian state has to pay the Bulgarian citizen Blagoy Petrov Aleksiev the amount of 10 million euro. 3. For deliberate inaction and denial of legal protection of a Bulgarian citizen under the Constitution of the Republic of Bulgaria for crimes committed on the territory of the United States and for the denial of justice for the purpose of disguising Russian -Ukrainian Nuclear Terrorism, by using particularly dangerous Russian radioactive poisons for mass destruction, combined with toxic elements used by Anna Kilimnik (Anna May Alexis) for poisoning of Blagoy Petrov Aleksiev on the territory of the United States by the Prosecutor’s office of the Republic of Bulgaria and its structures, and for refusing to contact and request all documents from the Federal Bureau of Investigation of the United States, related to the criminal activity of the KGB Nuclear Terrorist Anna Kilimnik on the territory of the United States, the Bulgarian State has to pay the victim of nuclear terrorism Blagoy Petrov Aleksiev the amount of 130 million euro. 4. For deliberate inaction and denial of legal protection of a Bulgarian citizen under the Constitution of the Republic of Bulgaria for crimes committed on the territory of the United States and for the denial of justice for physical, emotional and psychological terror and harassment of the Bulgarian citizen Blagoy Petrov Aleksiev – victim of nuclear terrorism - by the Prosecutor"s Office of the Republic of Bulgaria and its related structures in order to accelerate the death of the victim of nuclear terrorism Blagoy Petrov Aleksiev. The Bulgarian state has to pay intangible damages to Blagoy Petrov Aleksiev in the amount of EUR 150 million. 5. Upon refusal to pay the above-mentioned damage to the nuclear terrorism victim Blagoy Petrov Aleksiev, I will address Christian, Muslim and Buddhist organizations and governments for financial assistance for bringing an international lawsuit against the Republic of Bulgaria for supporting, concealing and aiding Nuclear Terrorism together and separately with Russian –Ukrainian nuclear terrorists, using Russian radioactive poisons on the territory of the US - A weapon of mass destruction against citizens of the Republic of Bulgaria. IV.REQUESTS FOR PAYMENT OF DAMAGES BY THE US ADMINISTRATION 1. Since the lawsuit against the US federal institutions, in the face of the Federal Bureau of Investigation and other accomplices for initial damages of $ 600 million was systematically terminated through a brutal illegal denial of justice and a violation of US supreme law. The US Constitution, along with its amendments, by all levels of the US Federal Court and as a result of a multi-year deliberate violation of my constitutional rights as a victim of the Russian-Ukrainian Nuclear Terrorism committed in the United States, with the knowledge and cooperation of the FBI and the other accomplices has already moved into another phase with new claims for damages, interest and loss of benefits as follows: a. The United States of America shall pay me damages amounting to $ 600 million dollars and the default interest of 10% on the amount of $ 600 million from the June, 2006 to May 2018, which is the amount $ 630,923,666.70 b. The United States of America shall pay me $ 130 billion a year for damages from lost profits from the sale of my bio product, created by me and my team, to maintain healthy cholesterol and triglycerides, which is known by the trademark Trilovin and is the only natural bio product that is able to increase HDL and reduce high levels of LDL and Tryglicerides without side effects, proven by a series of embryonic clinical trials and with proven anti-tumor effects on tumor cells isolated from female mammary glands. This is one of the reasons for the desire of the Soviet Russian – Ukrainian Nuclear Death Squadrons to kill me. Existing statin-based pharmaceuticals, such as Mevacor (Lovastatin), Lipitor and the like, have serious side effects and poor lipid metabolism effects and cannot have any effects on triglycerides at the same time. The damage is determined by the annual sales volume of statins worldwide, which are approximately $ 130 billion. c. The United States of America have to pay me damages of $ 20 billion for damages related to methods of treatment and curing people exposed to a deadly gamma radiation dose, and on biological objects such as cells, irradiated with a lethal dose of gamma or alpha radiation due to the fact that agents presenting themselves on behalf of the Federal Bureau of Investigation during their visit to my home in August 2010, took from me samples of devices used for my treatment and also a copy of my research on human blood and mice, demonstrating the exceptional effect of this technology, without guaranteeing my legitimate rights of protection under United States Supreme Law, the US Constitution, and the amendments thereto. d. the United States of America have to pay me $ 100 million for damages caused by the FBI and other US state agencies’ refusal to destroy the Soviet Russian -Ukrainian Nuclear Terrorist Organization of Death, using Russian radioactive weapons of mass destruction on the US territory and through these actions created a serious threat not only to my life, as the only victim still alive, but also to the lives of all witnesses, my relatives and friends and others involved and aided in the disclosure of the secret of importing 600 liters of Russian radioactive poison water solution of Uranium 238 into the United States, as described above. 2. Upon refusal for payment of all of the above described damages by Donald Trump’s Administration, I will seek support from Christian, Muslim and Buddhist organizations and governments for financial assistance to bring an international case against the United States of America for the support, concealment and complicity in Nuclear Terrorism, together and separately with Russian -Ukrainian terrorists using the Radioactive Poisons - A Weapon of Mass Destruction against US citizens on US territory. 3. For each attempted terror and murder of persons associated with this case of revealing Soviet-Russian-Ukrainian-Nuclear Terror I will accuse the US secret services and the US administration, including the FBI, the Soviet Zionist secret services called the KGB, GRU, FSB, Mossad and others related to them. 4. Letter dated Oct. 30, 2009, requesting the FBI Office in Los Angeles to provide me with a program called the Victim of Crime Assistance Program, which I am entitled to as a victim of Russian Nuclear Terrorism committed by a KGB agent on the territory of the United States, and which has been deliberately refused from August 2008 until today, May 21, 2018, in order to speed up my death as a result of systematic terror and harassment by the FBI and the other related parties. 10. Documents I submitted to the Police of the City of Los Angeles, proving the death of Nikolay Kurochkin on November 13, 2001, born on November 24, 1967 in Ukraine, who was poisoned by agent Anna Kilimnik and died with "Blue Body" in order to open a new case to investigate my poisoning and Kurochkin"s murder, following the FBI"s intervention, the Santa Monica Police refused to surrender my case to the LAPD. Pages 1-14 11. A copy of an e-mailed copy sent to me by KGB agent Anna Kilimnik dated August 26, 2005 , in which agent Kilimnik acknowledges that she killed Kurochkin on November 13, 2001 and at the same time threatening me to find me and kill me like him. Only the threat described in her email, according to the California State criminal law, is called "proven threat of murder" and confession of murder. Agent Kilimnick had to receive several life sentences, if the Federal Bureau of Investigation did not conceal all her mass murders committed on the territory of the United States. Nikolay Kurochkin is also a Ukrainian Jew, who very easily obtained an immigration visa and entered the US territory in 1995 from Ukraine through LAX, along with the half sister of Kilimnik, Evgenia Moskalenko, who is a sleeper agent of the KGB and her daughter Ina and grandson Valeri. Agent Nikolay Kurochkin was primarily involved in carrying part of these 600 liters of Uranium 238 radioactive poison aqueous solution to various KGB agents operating throughout the United States. Documents on a paper carrier, proving the above facts quoted in the Protest Document 1 - A copy of my Complaint to the United Nations, filed with the CCPR and the Commission against Torture (CAT), and for violating my human rights as a victim of nuclear terror and a crime against humanity, committed on the territory of the United States, where the Federal Bureau of Investigation and other accomplices deliberately refused my constitutional right to protection and deliberately disguised and supported the Russian Ukrainian Nuclear Terrorist Organization in their mass murders of US citizens by using Russian radioactive poisons mixed with toxic elements; They refuse my constitutional right to treatment in specialized hospitals for radioactive poisoning, deliberately refuse to provide me with the legitimate requested Program for Assistance to Victims of Crime and Nuclear Terrorism, deliberately subject me to emotional and psychological harassment in order to speed up my death as the only remaining live victim of nuclear terror, denied the right of me and my family and witnesses of protection and security in order to subject me to the described harassment and, on the other hand, the Soviet Russian Ukrainian terrorists are being protected by the Federal Bureau Investigation, so as to provide total cover-up and destruction of all traces left by the Nuclear Terrorists described above, providing them with logistical and financial support, documented in the documents attached to my application filed at the Federal Court on November 24, 2014. With these documents, I prove the entire scheme of the organized terror and harassment against me by the FBI and the other accomplices along with the Federal Court judges, who at all levels, violate the US Constitution by both illegal and brutal legal absurd, denying to sentence all participants in the Nuclear Terrorism, carried out on the territory of the USA, such as the FBI, the Police of Santa Monica, the Prosecutor’s office of Los Angeles, jointly and severally. Pages 1-9 Document 2 - Copy of Letter No G / SO 215/51 USA (GEN) issued on August 24, 2015 by the United Nations, with which the Human Rights Committee informs me that the United States has not signed the Protocol (Optional Protocol) on Human Rights. The Committee Against Torture informs me that the United States has not signed the Article 22 Declaration, so the two UN committees cannot do anything about my complaint. This document proves that the United States of America is not a state, ruled by law, and on the basis of a scheme of terror and systematic violation of the Constitution and its amendments, instead of being a basic US law, has become the basis of this inhumane, brutal and terrorist judicial scheme for violation of the civil rights of US citizens, who practically live in a Soviet Zionist Concentration Camp, systematically built up for decades in the US history. The very text of the Memorandum is a legal absurd and brutal violation not only of the US Constitution and its amendments, but also of the federal laws and the Patriotic Act, adopted by the US Senate to protect US citizens from nuclear terrorism committed in the United States, according to which there is no prescription term for the Federal Bureau of Investigation and the other accomplices in nuclear terrorism, that I have cited in the court documents submitted to the Federal Courts. In addition, the three judges cite lawsuits that have nothing to do with this court case to manipulate this decision and to renounce my Appeal. Pages 1-5 Document 6 - A copy of a court document, with which Solicitor General Noel J. Francisco refuses to respond to my Petition and lets the judges from the US Supreme Court to complete the brutal violation of the US Constitution and its amendments, from me in the lawsuit against the Federal Bureau of Investigation and the other accomplices. Pages 1 Document 7 - A copy of my Petition for Writ and Certirari, which proved that the Federal Judicial System of the United States has become a judicial scheme, which through absurd interpretations of the laws deliberately violates my civil rights, protected by the US Constitution and its amendments and the laws. With the text of my Petition, I closed the circle around the entire terrorist and torture scheme to which I, as a victim of nuclear terrorism and a citizen of the United States and the Republic of Bulgaria, was subjected in the United States.
